how to remove virus that opens ad pages all of a sudden , even if chrome is not running

i'v tried all malware deleting programs , and still new pages with ads open in my browser , antiviruses say that there are no viruses .
here are programs that i have used

start pc in safe mode and run anti-virus to remove then reload in reg mode to verify it worked, if not you can always reinstall windows
