Solved! Auto opening browser with ad and random CMD open

I don't know exacly what i did but I have tried AdwCleaner, CCleaner, HitManPro, Zemana and Malwarebytes and Uninstalled programs that i don't know but nothing fixed the problems. So here they are:
1) When the PC is working and i'm not doing anything i mean even AFK the Browser (Chrome) just pops up and opens some kind of ad website.
2) Random CMD pops up and does something (Screenshot)

It's not from the browser because the browser is closed and opens up. And i have already checked it. I did a full scan already but with internet. You think the malware would manipulate the antivirus via internet?

i could if it is a logger so it have acces to your computer when you log on net would it be to hard for a full reinstall of os .

there are some software on the net when they infect a computer that auto log them selves whem system is on power and load malwares they all lead one to the others . try glary utilities to clean regitery keys and on is strat up page what was is loading on report any thing that you dont know the name .

Press Win + R type "%appdata%" delete the .bat files and their subfiles. Ready!
