How to set up my pictures resolution

I have a D Lux 5 Leica with a 9,5 megapixels resolution capability and I set it up to always work with this maximum value. But even so many times the pictures I take with it don`t feature more than 2 megapixels. How can I solve this problem?

i found the resolution issue you are having:

Though, I don't have the camera but these says resolution is interlinked with the 2 highest ISOs, you can get better results setting ISOs 200 800 ISO and then post process in photoshop plugin NIK's Silver Efex.
