Well, since that phone is running Android version "KitKat" that is why. At least the man reason why. A phone needs to be running "Marshmallow" to be able to make the SD card "Internal" storage, which is what is needed to move apps to it and run them from it. Now if you can somehow upgrade the device to "Marshmallow", then it should work. At least unless the manufacturer has restricted that option on the device, which some do.
