how to turn off the chrome sign in popup

does anyone know how to turn off the popup that shows in the upper right when you go to a site that need a login? i tried the accounts and security and it is turned off and i signed out of everything google said i was signed in with and i still get it.

it seems a bit unsecure when you can log into any website with just using that feature, so if someone happens to a fix that actually works outside of not using chrome
