What do you mean "unblock?" If your computer is in a corporate environment where Group Policy has disabled the drive for security reasons, attempts to circumvent it will a) not be successful, and/or b) get you fired. Ask your supervisor or IT Support organization if there is an exception process. Anything else is likely to be a Bad Idea.

Is your laptop running Windows 10? What type of CD are you trying to 'play'?

I could be mistaken, but I don't think Windows 10 comes with native DVD/CD support. Try downloading VLC media player:
