How to unlock overclocking feature?

Hey

I'm repairing this computer and i cannot unlock the overclocking features. RAM speeds are running at 133MHz and not @ 400MHz

Can someone help me out please on how to unlock the overclocking features?



Hardware:


MB: Kobian(Mercury) PI845EX-L (link: http://www.mercury-pc.com/product-detail.php?productid=353)
RAM: 1GB DDR1 400MHz
CPU: Pentium 4 Northwood Socket 478mPGA


My attempts so far
1. Flashed Bios using Jumper - No luck
2. Moved JP3 Labeled as FSB Controlto 2-3 marked as ACC. ON and 1-2 marked as normal and flashed bios when JP3 was set to position 1-2 and position 2-3 - No luck
3. Used PC Cmos Cleaner - No luck


Any help please ?

* You can use the Accelerator jumper to select the Front-Side Bus frequency of the CPU, and accelerate the speed to 800MHz by overclocking

Do you have the M/B manual so you know the different settings the jumper allows?
