How would I go about creating this windows 10 app in the most simple way possible

Basically I would like to have a piece of software where you can load one of two blank images, draw basic paint on the image & add basic text to the image before saving it to a database with about 3 bits of sorting criteria. Then be able to view all of the images in a larger format to see what paint/text has been added and finally be able to load one of the two blank images again. I'm confident but clueless about this so any suggestions would be appreciated.

Microsoft' MSDN has plenty of examples on "modern" UWP interface. Download Visual Studio, download samples, buy a book, and start coding.
You'll have to decide where you will want to host the "database".
