HP 530 with upgraded CPU - slow CPU speed (MHz)

HI,
The new CPU is Intel Core 2 Duo T7400 2.16 GHz Dual-Core 4M/667 Processor SL9SE mobile laptop.
Observing that the system is slower than before, download and installing the CPU Z which indicates that the CPU runs in 997.40 MXz.

What should I do to fix this?
