Laptops are not like desktops. You cannot upgrade laptops beyond RAM and storage. Some laptops do not even allow you to upgrade the RAM. There are some gaming laptops that do allow you to upgrade the GPU, but these types of laptops cost at least $1,400+ and only specific models will allow you to upgrade the GPU. These laptops use MXM format GPU basically it is like a mini PCI GPU card for laptop and they can be pretty expensive. For example, a MXM format GTX 980m costs something like 50% more than a desktop GTX 980.

Nope, you can't.

Beginning with the i5 generation Core i3/i5/i7 CPUs released back in 2015 all Intel mobile CPUs (i.e. laptop CPUs) are soldered into the motherboard and cannot be replaced unless you have the right machinery to do so. Even if you are able to desolder the n3060 CPU the core i3 CPU have different pins so the two are not compatible.

However, spending a little more money... $649 to be exact, will get you a better performing laptop with a more powerful i5-7300HQ CPU and a GTX 1050 GPU. The GTX 1050 is basically equal to the previous generation GTX 965m GPU which I believe is almost 30% more powerful than the GTX 960m and is even more powerful compared to the MX150. The GTX 1050 is considered to be the least powerful dedicated GPU to "qualify" or "has the right" to be called a gaming GPU.

Sadly, these laptops may cost more money than you are willing to spend, but if you really want to play games then you need to start saving up money. The Dell Inspiron 5577 is definitely the better laptop to buy. While it does cost $50 more, the GTX 1050 represents a significant improvement in graphics performance even though it is considered to be an "entry level" gaming GPU. The i5-7300HQ can sustain higher clockspeeds than the i5-8250u "ultra low voltage" CPU. Games that are CPU dependent will perform better with the i5-7300HQ.
