hp presario cq42 Thermal throttle issue

I have a old hp presario cq42 with a intel p6200 my laptop reaches 60 degrees celeius on idle and my cpu which is supposed to run at 2.1 ghz is throttling to an unusable 931mhz
is there a way to fix this

have you tried using canned air to clean the cooling vents out?

Clean cooling vents and replace the thermal paste.

There aren't any vents there is this small fan which is already blocked by the fan grill there is not visible dust but just using it for an hour and my laptop is shutting down due to high temperature
