HP stream 11

my hp stream 11 starting problem fast time when i start the machine the windows logo show and the not going to windows desktop.
than i push the power and showdown the machine ,
2nd time when i on the power the machine going to desktop very well.

Avery time the are start on 2nd time power on .
i have install serverl time a fresh copy of windows
hardware diagnostics of storage and memory both pass

Contact HP, if you re-installed Windows a few times already unless you keep installing a virus or something after that every time, it's a hardware issue.
