HP15-f272wm faint rev sound from CPU then silence when starting

Hello!

Today, I received a used HP Notebook, that isn't turning on.

I've been messing with it for a very long time (roughly 4 hours) and have determined this:

1. Power supply cord is fine, 19.5 volts DC output
2. Power button is fine (title occurs when I press it)
3. Battery is fine
4. Before this, there was a very faint high pitched whine coming from where the internal battery (small one that keeps date/time and other stuff running). Now there is nothing.


Any help on this would be amazing. If I need to buy a new motherboard, that is fine.

What does the screen say/do if you leave it on?

It doesn't do anything. Like I said, it doesn't power on. All I hear is the CPU turn on (like attempt to start) and when it tries to enter BIOS (or even turn on the rest of the motherboard), it fails and powers off.

Then where does this "Title" occur at/on?
