I am having a problem with my 32" RCA flatscreen. When I push the power button the red light turns blue, but the tv doesn't cut on.

Most typical problem would be bad power supply board. Usually bad capacitors that look kind of inflated or leaking. You might be able to get a replacement board or get it repaired.
Might not be cost effective depending on age and price of the set.
