I am the administrator on my computer but it will not allow me to do anything

I am the administrator on my computer, it will not allow me to do anything. I can't add a new user, I can not download new software etc.... Does anyone know how to fix this?

Are you sure? When you go to Control Panel\User Accounts and Family Safety\User Accounts it says your username and under it Administrator? Is your computer on a domain? It's possible domain policies are preventing you.
