i can't boot windows CD

ok so i inserted my windows CD but everytime i restart nothing happen it doesn't boot i changed my BIOS setting first boot CD ROM but Still it won't boot which is weird everytime i change BIOS to this setting it just works but this time it won't 🙁 so i have just tried everything i could it still won't boot hope i find a answer
*Note i tried the CD on my laptop it works but won't boot on this PC the CD works fine * my OS is windows 8.1*
