I can't not touch the screen

When I try to touch the screen I can't do anything sometime if I double tap it might work

Please do try these troubleshooting steps that may help.
- First is to uninstall/reinstall the graphics card driver.
- In Device Manager uninstall the graphics driver.
- Do also check Programs and Features and uninstall anything related to your graphics card.
- Once done, download and install the latest driver from the manufacturers site.
- Reboot your laptop once the latest driver has been installed and test it again after the reboot.

Need a bit more details here, what exactly is going on when you touch the screen? Is it a touch screen laptop? Or do you mean when you move the lid the system freezes? Post some more details about the system, what you do that causes issues and if anything happened before the issue started. People tend to leave out details like "oh yea I dropped my laptop, could that have caused the issue?" and it takes 3-4 posts to get all the details out.
