Solved! I can't seem to turn on my phone all the way it's turns on until you get to that first logo and then stops

I seem to be having trouble with my LG m150 it won't turn on all the way only to the AT&T screen but that's it won't go no further please help

You can try a Soft Reset:
Press and hold the Volume Down and Power keys simultaneously until the device reboots. Typically this will take 11-12 seconds.
Release the keys when you see the LG bootup logo.

Other than that:
