Why a new gmail account? your contact is sync with the old account. Login to the old one on the web and copied them manually to the new account

As log as you are able to log into your old Gmail account the numbers that were saved to your account will automatically be synced. If you stored them as Local numbers (only on the phone or SIM) they will not be recoverable. You could be able to move your old SIM o the new phone and copy those that are stored on it to the new phone's memory and then syncc them to the Gmail account you intend to use.
