I got ratted and need urgent help!

I got ratted and the person who ratted me claims that they unrated me. What should I do? If I restore to factory settings will that help?

Trying to check if the rat is actually gone

Change all passwords on router and pc. Remove external access from router. Scan pc for mallard and viruses.

Also change wireless password if using a WiFi network.
