i have a new toshiba satelite.we bought it for about 2 days ago . and now my problem is i can't open any application as well as the system settings and msconfig . i can only go as far as the desktop and then when i click on an application , it wont open. at first i guess it was hang and laggy but i noticed that the mouse pointer is okay. and i can refresh it. what will i do. if you don't mind. please reply. ASAP. P.S. im using windows 8.1

Less than a week old? Don't mess with it. Contact Toshiba to claim under warranty to have it fixed, that's what the warranty is for.
