It could be done but would require more than one converter.
You would need to convert HDMI to AV

and then use a channel three RF modulator to convert AV to RF.

If your TV is that old I would suggest that you can replace it cheaply enough or even for free since most TVs that are being discarded will have AV inputs. Check Craigslist. Any thrift shop should have something too.
The only streaming device that has AV outputs is the Roku Express Plus. That would eliminate the need for HDMI to AV conversion leaving the RF converter still required.
