I just bought a Samsung Galaxy S4 from a friend, it's been factory reset and I was told all I need is a Sim card

Want to activate the new Galaxy phone to my Verizon pretty paid account. Can this be done and what's needed

Call Verizon and ask them.

Verizon is not using SIM cards for ordinary voice (only for LTE data), so you most probably won't be able to use that phone on Verizon.

If you read the Verizon requirement page, one of the limitations to bringing your own device is no 4G devices can be used. 3G only. So I am thinking that this phone cannot be place onto their prepaid plan.
