I live in Union Oregonand I keep getting a notification about WiFi signal and when I tap on it it tells me to Google the acess

I have no Interet and I keep getting an avaliable wifi signal notification on my phone from belkin.e06.guests , when I go to it or try to acess it I get a message saying to go to the site and get the guest acess used I'd or code but I can't find it. How do I?
