If you are sure the fan is on properly, it may be a bad motherboard, CPU, RAM. Too much heat can kill a CPU. Did you try different RAM? I have seen a bad hard drive cause boot issues also.

OK sorry about the post being cut,I tried cleaning the cooling fan and the heat sink,cleaned the thermal paste and applied the new one,but the problem still persist,so I'm stranded because this computer shuts itself at mid-boot,it does not allow the operating system to completely load,so that it can open
