i need a camera under $100 that can record and take pictures

Not sure how "good" of a one you are going to find for under $100 but you can look at your local camera store. A sample listing from B&H Photo. I can't attest to the quality of the images produced by these cameras so hopefully someone who has experience with one will join the conversation.

I would suggest you use your phone. The photo and video quality from a good phone is about the same as a crappy camera. And for your price, the camera is going to be pretty darn crappy. So why not just use what you got since the image quality will be around the same?

Go to an online seller like Amazon, B&H, etc. Filter down by price, and scrap unknown brands. THen go to camera review site like this one, to make your final choice.

@Bjornl: Phones are "good" for generic pictures. Once you need even a slight zoom - no phone can help.
