Look for a laptop with an Intel i3 processor, and a minimum of 4GB of memory (RAM). Then it's just a matter of the screen sizes, keyboard feel and looks that you like. Dell, HP and Lenovo all make decent laptops that would be in the $350-$400 range. Check if there's any good sales going on.

Realistically, for Internet browsing & email you're not looking for much at all. It can be handled by even 'budget' orientated tablets for that matter.

An i3 + 4/6/8GB RAM would be more than sufficient for your needs, for a long, long time. An SSD would make everythng feel 'extra snappy' too, which is never a bad thing.

The Acer jaguarskx linked should be more than capable, but is a 5400rpm drive which is a bit disappointing, but not surprising at the pricepoint.
