Solved! I was factory reseting my toshiba but I cancelled it in 1% Reboot and select proper boot device

All I see is Reboot and Select Proper Boot Device or Insert Boot Media and press a key

I was factory reseting my toshiba but I cancelled it in 1% by powering off, I turned on again then I ended up getting this black screen

Either use your premake recovery disk or buy a recovery disk from Toshiba website
