Laptops typically come with loads of unnecessary bloatware and startup utilities installed, which all adds up to a fair amount of RAM being used before you even start doing anything, and with only 4GB of the stuff, it's essential you get that sorted.
Check for any software you will never use & uninstall it, especially trial versions of things like Microsoft Office or MacAfee Antivirus.
Check your startup items and disable any non-essential ones, be as aggressive as possible with this, you can always re-enable them if necessary later on.

One word of caution: CCleaner has a "Registry Cleaner" module, don't use it, it's potentially harmful to Windows and using a Registry Cleaner isn't as necessary as some would have you believe.
Lastly, on the hardware side, 4GB RAM is the very bare minimum these days, I'm surprised you settled for that.
Get another 4GB stick if there's an empty slot for it (there should be on a new laptop).
Of course, I've no idea what you're mainly using your laptop for - - - it could be your simply trying to run a game on it that's it's just not capable of running, so everything slows to crawl.
