impendance over 32 = amp / sound card?

So i was doing some reading,and i saw that pc's can handle 32 ohm's like headphones,like if you have 60ohm headphone,u wont "hear" the full potential of your headphones / headsets, is it true?. Do i need a sound card / amp to fully maximize those headphones in sound ? (i will get these in a week - http://www.amazon.com/Takstar-Monitor-Headphone-Gaming-Computer/dp/B009PIQUB6/ref=sr_1_1?s=electronics&ie=UTF8&qid=1439912095&sr=1-1&keywords=takstar+hi2050 and if yes,what should i be getting like wich sound card / amp ?

If you use a 60 ohm headphone instead of a 32 ohm one you will get about 1/2 the power. It won't affect the quality of the sound unless you need to play them louder than the available power can manage.
Those 60 ohm headphones are rated for 500mw so if you are going to add a soundcard then try to get as close to that figure into a 60 ohm load as you can.

i see,right now i'm using plantronics 788 headset , and i'm using max 13~ volume from 100 lol :) , when those hi2050 arrives,gonna give them a try,hopefully they're better heh
