Which version of chrome are you using? All windows updates done?
Are other browsers and apps working fine?

are you using any 3rd party firewall and antivirus tools?

check windows integrity
open the command prompt as administrator and type DISM /Online /Cleanup-Image /RestoreHealth

The lastest as download it yesterday. Yes on updates. Yes other browsers and apps are working. No to 3rd part firewall or antivirus Just Window defender. I will try the rest.

I was asking this because malwarebytes with exploit safety would behave like that using chrome, but if you don´t use it and never installed it before, it shouldn´t be the issue.
uninstall chrome, try deleting the chrome folder and user data folder from your hard drive and reinstall again
