Install and booting issue

I have lenevo t420 thinkpad laptop and i tried to install arch linux and i didn't complete the installation and then i tried to boot to windows 8.1 and it didn't boot so i removed all the partitions and convert my hard to dos and tried to install windows but it show this error i don't know why

It means that the Windows installation you are trying to perform is accessing a version of Windows that isn't working. If it is on a USB and it was copied to it rather than burned onto it, that could be why. Or it could be a bad CD. Will really depend on how you are trying to reinstall it.
