Internal memory issues

Some apps in full & then parts of apps data goes to the internal storage & some to sdcard. Why does some data of an app transferred to the sdcard stay on the internal storage? Then I notice that where the app size is bigger than the data of a specific app then it doesn't transfer at all to the sdcard. Why? This is what takes up most space on internal storage of devices. Surely there has to be something one can do to have the entire data of apps transferred to sdcards! One cant keep buying phones for internal storage sizes! They just keep making apps untransferable which causes this problem consistently.
 
Solution
That is how the OS was setup, mostly to prevent issues with performance and crashes but also for security. Some phones along with new versions of Android have an option to format an SD card as internal storage. That will allow you to use the SD card just like the internal memory.
