Ipad 3rd Gen Voice dictation problem

I have a 16gb 3rd generation ipad black and ive been having issues with voice dictation.
When i click the voice dictation button or key on the keyboard it appears for about a second and then dissappears again before i can sayanything. Even if i do get a word in before it disappears it doesnt appear on screen with what i said.
I cant find anything when i google the issue if anyone knows how to fix it it would be greatly appreciated.
