I just bought a new windows XP home laptop. it has an Ifra Red port on it and im wondering if anybody knows of a program that i can use that would let me use my laptop as a remote control for my TV (over infra red).

The Infraport on your computer probably uses IrDa which is a protocol mainly for transferring data. I think IrDa is two-way while tv remotes and such are most definitely one-way. The hardware is probably compatible with each other you probably just need to bypass the IrDa protocol I don't know if it's possible but check out the following websites

I built an IR-receiver for the serial-port to control my desktop with the help of these sites. It works beautifully and wasn't hard. You might be able to build an emitter following the same principle.
