Is Apple Closer to Launching its Music Locker?

Umm, with Steam's service once you purchase a game it's yours, you can always re-download it. Why is it acceptable for Apple to CHARGE YOU $20 annually for something they should already have in the first place. Sheeple are so annoying.
 
What about the huge CD collection I have and converted to mp3s. Can I load my collection into the cloud? I did after all purchase the music at one time. Or do I need to repurchase the same music again so it can be in the cloud?
 
Wait when you said Apple and Music, you meant "Music Locked" not "Music Locker" right?

I guess the 'r' and the 'd' are pretty close on the keyboard :)
