I tried to use an electric fan to cool my laptop that has 75 degrees (C). I put the fan under my laptop where the intake of air is located. The fan (max speed) cooled my laptop by 10 degrees (duration: 5 mins). After the fan under my laptop and the temperature began to rise going back to 73-74 degrees. I want to know if there's a cooling pad that has the same speed as my fan and is it safe for my laptop to receive that kind of rpm going into the system.

Solution
Is 75c the temp during gaming or just sitting there? 75 during gaming is fine. Your processor (depending on what you have) can typically handle up to 100 and will automatically throttle itself or shut down to prevent damage.

There are hundreds of cooling pads out there...just google it.
