Is it possible to use an Unactivated Verizon Android Smart phone

I have an iPhone 4s and want the Samsung Galaxy S5. I do not need a plan as I already have a personal hotspot. Is it possible to use the Phone without a plan or activating it (Wifi Only)? Does it matter if the Phone is prepaid? Thank you.

Yes you can use the phone on WiFi only, I have one I am using that way now.
