Is Set top box required with tv tuner?

If I want to start watch tv on my laptop then will have to buy a set top box alongwith the tv tuner card.

Yeah. A TV Tuner card does not decrypt encrypted channels. You can only watch un-encrypted channels OTA (over the air) assuming it has an antenna.
