Is the ram wrong for my laptop?

I have a Toshiba core I7 laptop 64 bit OS win 7 with 6 GB memory (2GB 2Rx8 PC3-8500s and (4GB 2Rx8 PC3-8500s) installed.
I purchased new memory (2) 8GB PC3-8500 DDR3 1066Mhz memory sticks. When installed or even if one is install the laptop does not boot to the OS. After 5 mins I just shutdown the system and reinstalled the old memory and it boots fine after the startup repair.

What is possibly the problem?
 
Can you be a little more specific as to the laptop model?

If it's got a 4th Generation (Haswell) CPU, you need low voltage (1.35V or less) DDR3L. Standard DDR3 is 1.5V.
