Is there a optical to RCA cable available?

Trying to connect an LG sound bar that only has optical plug to my Samsung tv that only has hdmi & RCA outlets?

No.

You cannot convert Optical to Analog without a separate piece of hardware.

You r Samsung TV should not have HDMI out unless it is an HDMI ARC connection.

Bottom line, you will need another piece of hardware or a new soundbar with HDMI in
