Is there any free app for fan speed control

So i have 2 core 2 duo systems prebuilt with basic acer/ asus motherboards
Recased them in Deepcool Smarter Cases.

Which software can i download and run for controlling speed???

The fans are 3 pin (IDCooling WF12025 Fans) and are all connected to the deepcool dc fan hub which is connected to the cpu fan header on the mobo.

The Fans Are A Bit Noisy at 1800 RPM, so i want to set it to like 1,000 rpm or 1,200 rpm.

SpeedFan could be one possible candidate however you should be managing the voltages/fan speeds within the BIOS if the option exists there. What port/header is the fan hub connected to? The fans you've stated are PWM fans, which means the fans should be connected to a PWM fan hub which in turn should be connected tot he CPU_Fan connector/header since that is the only true PWM source on a platform of that age.

The Fans Are Connected to the cpu fan header
The cpu fan is connected to the SYS Fan Header and the Id Cooling fans are connected to a deepcool fan hub then to the cpu fan header.
