Is this a battery or adaptor problem?

Windows 8.1
Built in battery.

Plugged in, charge for a few minutes, power and battery light (Green and orange light) starts blinking and battery stop charging, will charge again if I replugin the charger but stops again after few minutes.

When laptop is off, the charger manage to charge without stop.

cud be either...u need to test with substitutes to be sure...
