But this laptop also contains 8gb of ram (that i will increase to 16) and have one of the best processors intel core i7 4700mq would that help overcome the bad graphic card with framrate increases?

No All components come into play when gaming. the 16GB won't do you any good for gaming. So i'd keep it 8GB. You are right it is one of the best processors. But with games graphics cards is what gives you the most performance framerate wise. and that graphics wont do you much good on the gaming side maybe watching HD movies but nothing like battlefield 4 or anything new like that.

what im reading here is aload of hog wash the cpu and gpu both play a part if your cpu is weak your going to get a bottleneck especially in cpu intensive games

a gt 740m is decent for playing games at low - medium depending on how picky you are about frame rates
i7 is also good as some games only use 2 cores but others like bf4 and other heavy cpu titles will take advantage of more and duel channel ram of max of 8 is really all you need 16gb is overkill

i7
gtx670m or for entry level decent play 740 gt gt 750 or gt 650m
8gb ram

cpu and gpu have to be equal in power in some games that are more cpu heavy the cpu will pick up the slack

e.g bf4 needs both a i7 and a decent graphics card to get decent playable frames
