I'm off to college after the Summer, I play games a lot and will be doing homework on it obviously.

I'm wondering if this laptop is the best I can get for my ~$600 budget?

OR: Would it be cheaper to go with this even though I live in Canada?(Plus it's slightly better)

My only concerns/questions are: I've had bad experiences with laptops because parents bought them, I play games and they get EXTREMELY hot and usually overheat. Will this one get hot and/or overheat?

This helps a lot,
Thanks!

The A10 APU will treat you better than the A8, especially in gaming, since it has a better iGPU. To circumvent your overheating issue, blow out the air vents every 2 months or so to clear dust from the fans, keep the laptop slightly elevated from the surface so heat can escape easier, and you may even want to consider a laptop chill pad.
