Thoroughly disgusting, but sooner or later someone would use this to blackmail and control another person. A terrorist might use it for their trade, but other criminals might use it to make you steal stuff they couldn't gain access to otherwise. Just imagine someone contacts you, speeds up the device or slows it down and threatens to kill you if you don't divulge corporate secrets, stock tips or otherwise hand over information. The pacemaker probably doesn't keep detailed logs. Imagine trying to prove how you were blackmailed to the authorities? Talk about a crime that leaves no fingerprints.
Catching and convicting the b*$terd that uses this would be difficult. When you do you want to make sure they can never do it again.
