I cant figure out how to get back to being able to click on the upper case arrow to allow me to get the @ when i hit #2 key, i get the" estericts instead. All the numbers are doing this and i am not good on the computer
Your keyboard layout is probably set to another language than English.
You can change this in the control panel or in the taskbar (there should be 2 letters indicating the current layout)

As mentioned, looks like your keyboard layout is definitely set to another language. Click the layout options tab displayed on the bottom right side of windows taskbar.
