keyboard and mouse not working

Is this the keyboard and trackpad on the actual laptop or are these external keyboards/ mice?

If your laptop embedded keyboard and trackpad aren't working the only steps you can try is
1) when you power on press the keys to access the BIOS (ESC, F12 or whatever it says). If the keyboard works to access BIOS then you probably need to repair or replace Windows.
2) If it doesn't work then as well then your laptop is broken and you would need to buy a new one unless it is under warranty
