laptop can't turn on

urgent help needed , laptop can't turn on although usb mouse is lighted up. charging cable is plugged in although there is no sign of power as the light is not shown . tried many methods but to not avail, this happened many times already but i would wait for about 1-2 hrs before the laptop could start but this time after 6-7 hrs it still is unable to start.

Have you tried taking the battery out, plugging the laptop in the charger (without the battery) and turning it on?

yes i have but the laptop still doesnt turn on

laptop wont turn on although charging cable is turned on and usb mouse is lighted up , tried methods like removing battery and holding down power button to drain excess electricity.
