Laptop Charger Voltage change

Good day guys,

I just want to ask another question regarding my first thread: http://www.tomsguide.com/answers/id-3387089/acer-nitro-vn7-591g-turn-charge.html

but I'll ask about the laptop charger (19V) giving me different voltages on a scenario:
1) Measure voltage from the charging plug: ~19V
2) Measure voltage from the DC Jack (disconnected from mobo): ~19V
3) Insert the DC Jack back to the mobo, then plug in charger: nothing happens (http://www.tomsguide.com/answers/id-3387089/acer-nitro-vn7-591g-turn-charge.html)
4) Re-measure voltage from the charger plug: ~1.4V
5) The ~1.4V stays until I reconnect the charger on a wall socket and will read ~19V again.

> Why is that happening?
> Is there a feature of the charger to decrease voltage if something happens within the board?
> If something did happen within the board, is it a short?

BTW, I happened to find a thread here re: a Toshiba laptop with the same symptoms as I am (Not turning on, no LED adapter indicator and not charging) and found that a charging/power chip may be busted. So I think I have to replace my power chip too.

If the charger is plugged in with the DC jack on the mobo, I measure 1.4V where the red and black path goes to. And if I disconnect the charger, it supplies (stays on) 1.4V
